I can see in the converge_update_log the same log as in https://bugzilla.redhat.com/show_bug.cgi?id=1637626 : 

2018-11-21 15:18:49 |         "Error: Evaluation Error: The title 'container_image_prepare' has already been used in this resource expression at /etc/puppet/modules/tripleo/manifests/firewall.pp:135:5 on node controller-1.localdomain"

This issue is in tripleo-upgrade role, as it's including twice the service ContainerImagePrepare in the roles_data, you can see it in the undercloud-0.tar.gz logs.

The solution was already submitted in tripleo-upgrade role: https://review.openstack.org/#/c/620262/

So, closing this as a duplicate.
