Description of problem:

When building specs in the topic [0], it fails as it does not know the %systemd_ordering tag. 
Could you please add a support for %systemd_ordering [1]?
We badly need this for containers images layers optimizations!

Note, for some patches in the topic it passes, while for some, like [0] it fails...

%systemd_ordering is available for EL8 distros and already multiple patches merged for it https://review.rdoproject.org/r/#/q/topic:base-container-reduction+(status:open+OR+status:merged). Is anything else needed for this bz?
