Description of problem:
Unable to provision ceph-disk OSDs in non-containerized luminous deployments. ceph-ansible fails when it tries to start the OSDs.

How reproducible: always


Steps to Reproduce:
Try to provision luminous ceph cluster with ceph-disk OSDs (i.e., osd_scenario != lvm) in non containerized deployment (i.e., containerized_deployment: False)


Actual results: The OSDs fail to start with an error message like,
```
Unable to start service ceph-osd@sdb: Job for ceph-osd failed because the control process exited with error code. See "systemctl status ceph-osd" and "journalctl -xe" for details.
```

Expected results: OSDs start and the cluster is provisioned

Working fine with ceph-ansible-3.2.0-0.1.rc6.el7cp.noarch
