Description of problem:
Central Logging of all users activity in Open Stack 10

Client request:
"Would like to know the following
1. when a user was created and by who
2. when user logged in and to which project they logged in 
3. when user was deleted and by who
I would like to know this for activities on Horizon as well as the python cli and API"

"Need to know information so we can track some users that were created erroneously and if these users ever logged in. This is a potential security issue"
