Description of problem:
If you try and use the openstack-tripleo-heate-templates-compat package to deploy and OSP13 cloud it will fail because it is missing the common/ files from THT.

Version-Release number of selected component (if applicable):
openstack-tripleo-heat-templates-compat-8.0.8-0.20181011142402.8d2866d.el7ost.noarch

How reproducible:
Everytime

Steps to Reproduce:
1. Install undercloud
2. Install openstack-tripleo-heat-templates-compat
3. Do a deploy using --templates /usr/share/openstack-tripleo-heat-templates/compat/
4. plan fails due to missing common/services.yaml

Actual results:
Deployment failure

Expected results:
OSP13 cloud deploys.
