Description of problem: Update pkispawn man page having reference of setup-ds.pl with dscreate command

pki-ca-10.6.8-1.module+el8+2277+f150bc67.noarch

How reproducible: Always

Steps to Reproduce:
1. Refer man pkispawn

Actual results:
'man pkispawn' has reference to command setup-ds.pl command.

Expected results:
In RHEL8.0 'setup-ds.pl' command is now replaced with 'dscreate' and hence the man page should be updated with the below command.

This issue has been fixed via upstream PR: https://github.com/dogtagpki/pki/pull/3348

All references to `setup-ds.pl` has been updated to `dscreate`
