Description of problem:
The package does not own directory Date, thus causing it to be created with 0700
permissions on standard installs.

There is nothing standard about using a restrictive umask.  We will not fix this
in FC3 (unless you can find a better substantive reason to issue an update, like
security or major bug fix).  This is likely fixed in FC4.  If not, then reopen
and we'll fix it in FC5.
