Description of problem:
The validator "Check network_gateway on the provisioning network" passes when it should fail. The validator looks for variable "network_gateway" instead of "gateway" and it looks in the DEFAULT section, but the variable stores in another section. So the validator always passes, because it use default value...

Steps to Reproduce:
1. Install OSP14 (from 2018-12-14.1 )
2. Go to /home/stack/undercloud.conf and change value of "gateway" to 192.168.24.1111
3. restart mistral_executor docker
4. run the validator "Check network_gateway on the provisioning network"


Actual results:
validator passes

should fails
