Description of problem: Cluster compatibility version could not be updated by UI. 

Version-Release number of selected component (if applicable):
ovirt-engine-setup-4.3.0-0.4.master.20181214144448.gitddbcecc.el7.noarch

How reproducible:100%

Steps to Reproduce:
1. Enter Compute/Datacenters window and choose DC. 
2. Enter Cluster tab. Change the compatibility version in Edit window.
3. Sent GET https://hosted-engine-infra-02.lab.eng.tlv2.redhat.com/ovirt-engine/api/clusters

Actual results:
In Clusters tab it is still shown with 4.3. (please see attached screenshot)
GET Rest API also returns version 4.3
       <version>
            <major>4</major>
            <minor>3</minor>
        </version>

Expected results: updated version

Is there a pending change on the cluster requiring hosts to be put into maintenance?

no, there is no pending change on cluster

change to what? from 4.3 to 4.2? does it have any VMs or is it a completely empty cluster?

change from 4.3 to 4.2

The setup has three hosts, template , SDs , 6 VMs created from the template.

Re-targeting, because these bugs either do not have blocker+, or do not have a patch posted

it needs to be an empty cluster if you want to go back to earlier version. We do not support downgrades otherwise
