Description of problem:

After installing python3-openstackclient, openstack server list command doesn' t work

Steps to Reproduce:

1. dnf install -y python3-openstackclient
2. openstack-3 --os-cloud mycloud server list


Actual results:
[fedora@fedora-29 ~]$ openstack-3 --os-cloud mycloud server list                                                                          
issubclass() arg 1 must be a class                                                                                                        

Expected results:

Additional info:

After applying https://git.openstack.org/cgit/openstack/osc-lib/commit/?id=72fbf45ed15a1b4c8111cac9f4446289ca187b0d, the command works as expected

Thanks for the report! I have sent an updated package for testing, including the patch to fix python 3.7 support.
