Description of problem:
Unlocalized windows titile and application name of Web Console - Subscriptions

Version-Release number of selected component (if applicable):
subscription-manager-1.23.8-11.el8.x86_64.rpm

How reproducible:
100%

Steps to Reproduce:
1. Install latest rhel8 workstation build.
2. Open Red Hat Subscriptions Manager application from desktop system tool.

Actual results:
1. Unlocalized windows title: 'Web Console', 'Subscriptions'.
2. Application name displayed as '-c'.

Expected results:
They should be displayed correct and localized.

After evaluating this issue, there are no plans to address it further or fix it in an upcoming release.  Therefore, it is being closed.  If plans change such that this issue will be fixed in an upcoming release, then the bug can be reopened.
