Describe the issue: 
In some cases there can be a problem when upgrading from BU1 as there were changed links to grafana from `http://server:3000` to `http://server/grafana`. `tendrl-upgrade` script is changing dashboards but it can run into problem because of not reloaded httpd configuration after `yum update`. Script can end with error:

  Clearing grafana dashboards 

  http://127.0.0.1/grafana/api/dashboards/db/cluster-dashboard
  Failed in deleting dashboards with error: Expecting value: line 1 column 1 (char 0)


Suggestions for improvement: 
Add another step:
  # systemctl restart httpd
between
  2.  Update all packages on the Web Administration server:
  # yum update
and
  3.  Run the tendrl-upgrade script:
  # tendrl-upgrade

Proposing this as a blocker, because changes related to replacing '|' with ':'
are not pushed into RHGSWA Graphana based dashboards.

This applies to update from  3.4.1 to 3.4.3, update from 3.4.2 to 3.4.3 is
not directly affected, because there are no changes in dashboard definition
files between these versions.

This change might not be necessary, it will depend on the resolution of Bug 1658245.

Based on latest changes in tendrl update script as tracked via BZ 1658245,
changes in documentation as described in this BZ are no longer necessary.
