Description of problem:
This is functionality that was lost when "see-also" was removed in favour of "External Trackers". 

When a bug refers to another internal bug using "External Trackers", could the destination bug also be updated to add the source bug to its "External Trackers" list? I.e, could the relationship be made symmetric?

Tested on QA environment
Result: Pass
Steps:
1. Set Bug B as an external Bugzilla bug tracker for bug A
1. Set Bug C as an external Bugzilla bug tracker for bug A
2. Then open bug A, I can find the internal tracker list under the form external tracker, and it lists bug B and C.
like: Internal Trackers: 1607469 1607580

This change is now live. If there are any issues, do not reopen this
bug. Instead, you should create a new bug and reference this bug.
