Description of problem:
We need to identify the maintenance release in /etc/rhosp-release like:

$ cat ./etc/rhosp-release
Red Hat OpenStack Platform release 10.0.11 (Newton)
Comment 10 errata-xmlrpc 2019-04-30 16:59:39 UTC
