Description of problem:
DNF always reinstall locally installed packages from repo during update. Even if package have same n-v-r.

Version-Release number of selected component (if applicable):
dnf-4.0.9-2

How reproducible:
Always.

Steps to Reproduce:
1. Install package builded on local PC with the same n-v-r as in repo.
2. dnf upgrade

Actual results:
dnf trying reinstall package from repo.

Expected results:
dnf not trying reinstall this package.

Additional info:
As I am know this need for modularity support.

Please add option to disable this behaviour.
