We have a similar issue to that described below in Queens RDO.

The local_settings.d and the enabled.d/ manila files are missing read by other permissions and the share panels don't come up.

Description of problem:

openstack-manila-ui-2.16.0-1.el7.noarch (from centos cloud repo http://mirror.centos.org/centos-7/7.6.1810/cloud/x86_64/openstack-rocky/) has permission bug in package:
/usr/share/openstack-dashboard/openstack_dashboard/local/local_settings.d/_90_manila_shares.py is missing the read by others bit (also on pyo/pyc) file

How reproducible:


Steps to Reproduce:
1. yum reinstall openstack-manila-ui
2. ls -l /usr/share/openstack-dashboard/openstack_dashboard/local/local_settings.d/_90_manila_shares.py*
3. files have permissions on root.root, webservice can't read these

This BZ is actually reported on CentOS/RDO but let's check the corresponding OSP14 package and fix in both distros if appropriate.
