Description of problem: Adding a keyboard layout to the login screen doesn't stick, just deletes itself once you re-enter the settings menu.

Steps to Reproduce:
1. Open Region & Language settings.
2. Click "Login Screen" at the top right.
3. Press the + button and select any layout.

Actual results: Layout appears to be added successfully, but once you either re-enter the Region & Language settings menu or log out, you will see that the selection was removed.

Expected results: Multiple layouts for language input at the login screen.

Setting to ON_QA, as this seems to work now.

Verified on gnome-control-center-3.28.2-15.el8.x86_64 and gdm-3.28.3-28.el8.x86_64.
