Description of problem:

The icon for gnome terminal is missing, displaying instead the default purple cog icon. The missing file is utilities-terminal.png:

I would like to confirm this. Running Xfce on what will become Fedora 30 (Rawhide) and the icon is missing in the package. Xfce4-terminal ends up having no icon.

Fixed in adwaita-icon-theme-3.31.1.3
