Description of problem:
Banner.py incorrectly handles boolean defaults consumed from configuration file.

Version-Release number of selected component (if applicable):
0:1.6.7-1.el7

How reproducible:
Always

Steps to Reproduce:
1. Examine/set booleans in configuration file, eg: sys_info
2. Start banner and see that system info is presented, despite the configuration file setting it to False.
3.

Actual results:
Script takes built-in defaults.

Expected results:
Script conforms to the configuration file settings for booleans.
