Description of problem:
When python-pwquality is not installed, we end up with an unhandled exception. Upstream already has a fíx.

How reproducible:
Always. Use ssm create -e luks without python-pwquality installed.


Actual results:
SSM fails with an unhandled exception.


Expected results:
Volume created or a weak password rejected.

Additional info:
Patch already exists in upstream.
