Note (from https://github.com/ManageIQ/manageiq/pull/18402#issuecomment-458310827):

"Is this is something we definitely need everyone to have we should write a migration to add it to the settings changes in case they have previously edited the list.

As it stands, if the list was edited this alone won't be enough. But I don't think it's all that common to edit this list of models."

Verified in 5.9.8.1.20190129182003_5fdf738

Steps for verification:
1) Navigate to advanced settings 
2) verified that the "EventStream" table appears under "vacuum_tables" in the advanced setting yaml
