This is so as to prepare for new upcoming sway 1.0 release.
It's RC1 comes with such a requirement on the lowest scdoc version:

I built the 1.8.1 package this morning :-) Do you need it to be backported to f29 and f28?

Thanks, f30 shall suffice, sway 1.0 + wlroots is relatively a big
change so I'd like to pursue that in Rawhide only unless there are
loud requests for older Fedoras.

Consider this bug solved now.
