RHEL 6.4 AMC Final  Retirement Notice

RHEL 6.4 AMC reaches end of support life on February 28, 2019. The final notification needs to be sent on March 4, 2019.

This is the final retirement notification.

I also need the package owner to create the errata and publish it.
