Red Hat Enterprise Linux 7.4 Extended Update Support (EUS) Six-month Notice

Description of problem:
RHEL 7.4 EUS 6 month Retirement Notice

Red Hat Enterprise Linux 7.4 EUS reaches end of life 8/31/2019. The 6 month retirement notice needs to go out 3/4/19.

This is the fourth retirement notification.

I also need the package owner to create the errata and publish it.
