Description of problem:
according to yum compatibility requirements, there should be yum-copr man page available. While yum-plugin-copr is a part of dnf-plugins-core, the man page should be available after installation of this package. However, the man page is a part of another package (dnf-utils).

dnf-plugins-core-4.0.2.2-3.el8

Steps to Reproduce:
1. dnf install -y yum-plugin-copr
2. man yum-copr

Actual results:
# dnf -y install yum-plugin-copr
<snip>
Package dnf-plugins-core-4.0.2.2-3.el8.noarch is already installed.
Dependencies resolved.
Nothing to do.
Complete!
# man yum-copr
No manual entry for yum-copr
# ll /usr/share/man/man8/yum-copr.8.gz 
ls: cannot access '/usr/share/man/man8/yum-copr.8.gz': No such file or directory

Expected results:
the man page is available
