Description of problem:

* httmock packages for %__python3 and %__python3_other are not available in EPEL

Additional info:

I'm working on several packages (such as https://github.com/gmmephisto/pyscaleio) that requires httmock on build for unit tests. It would be nice if it will be available in EPEL. There is some packaging guidelines - https://fedoraproject.org/wiki/User:Bkabrda/EPEL7_Python3
