Dispatcher scripts are either pre-installed by other packages or written by the user.

Currently, dispatcher scripts are always in /etc/NetworkManager/dispatcher.d directory. We should also support /usr/lib/NetworkManager/dispatcher.d, for read-only, non-user-configuration scripts.
