GConf2 failed to build from source in Fedora rawhide/f30

Please fix GConf2 at your earliest convenience and set the bug's status to
ASSIGNED when you start fixing it. If the bug remains in NEW state for 8 weeks,
GConf2 will be orphaned. Before branching of Fedora 31,
GConf2 will be retired, if it still fails to build.

I just tried to fix this as
1) fixed the python shebang to mangle to use python3 environment
2) to use python3, I used 2to3 tool to convert gsettings-schema-convert to follow python3 code syntax.

Hopefully these changes will fix FTBFS for GConf2
