Please fix python-tempita at your earliest convenience and set the bug's status to
ASSIGNED when you start fixing it. If the bug remains in NEW state for 8 weeks,
python-tempita will be orphaned. Before branching of Fedora 31,
python-tempita will be retired, if it still fails to build.

This blocks the Python 3.8 bootstrap. IMHO it is just a missing dependency on python2-devel.
