Rebase python-networking-ovn to 726820a to pull in current version

Still no puddle for testing this in QA. The 'latest' and 'passed_phase1' both point to puddle of Feb 7 with old python-networking-ovn package.  
Please move to ON_QA only when valid puddle for QA is available.
