Description Radim Hrazdil 2019-02-14 10:59:46 UTC
Description of problem:
When a new non-admin user logs in, the user doesn't own any namespace and doesn't have access to any existing one.
When this user navigates to an resource page (VMs, Pods, etc), there is a link inviting the user to create a new namespace and the rest of the page is disabled (create button, filter, ...).

However, on Templates page the create button (and filter field) is not disabled, so the user can open the Create template wizard, which which should not be possible because the user doesn't have any namespace and therefore it is not possible to proceed in the wizard.

We should find a way how to check if a user has any namespace and if not, disable the template wizard.
Version-Release number of selected component (if applicable):

How reproducible:
100%

Steps to Reproduce:
1. log in as a non-admin user without any project/namespace
2. go to templates
3. open a wizard to create a template

Actual results:
You can't proceed since there is no project/namespace to use

Expected results:
The create template should not be clickable if the user doesn't have any namespace
