Description of problem:
Bind is rebased in bug #1640561. DHCP requires modification to build and link against it.

dhcp-4.2.5-73.el7

How reproducible:
100%

Steps to Reproduce:
1. install bind-9.11
2. rhpkg clone --anonymous dhcp && cd dhcp
3. rhpkg local

Actual results:
does not build

Expected results:
build and passes tests

Additional info:
Have prepared packages at internal copr [1], because new bind cannot be installed without new dhclient on the same time.
Prepared also branch [2] that compiles against 9.11, taken changes from RHEL8.
