Description of problem:

Backup Administration chapter from storage guide [1] contain configuration steps that are not applicable in containerized environments:

- manual changes of "/etc/openstack-dashboard/local_settings" files
- executions of "crudini" command against "/etc/cinder/cinder.conf" file
- systemctl calls to restart openstack-cinder-backup.service.

Content updated in the source repository for OSP 13/16.1/main, but the topics were removed from the published Storage Guide. 
For now closing this as NOTABUG, @ndeevy will follow-up to investigate why the topics were removed.
