Description of problem:

There are virtual machines which needs to be started on host's boot up, 
known as autostart feature. 

We should expose this through cockpit UI. Already present in virt-manager:

With the VM down: Select the VM > Open > Details > Boot Options

With virsh: virsh autostart <domain>

Version-Release number of selected component (if applicable):

How reproducible:

100% 

Actual results:

There is no option to configure guest to autostart when host boots up 
through cockpit UI.

Expected results:

Expose this option for users to be able to set this feature.

This feature landed in Cockpit 188, so it will go into 8.1.
