Description of problem:

Steps to Reproduce:
1. Setup Ubuntu repository
2. Setup Ubuntu client
3. Register Ubuntu client in spacewalk
4. Run apt update on the client

Actual results:
Over 1200 packages are listed for upgrade. Even they are up to date.
Just for fun I upgraded all.
After running apt update again they were again listed to upgrade

Expected results:
Only packages with a higher version should be upgraded.

There are some work arounds but they don't work for me.
The packages are not listed on the spacewalk server for upgrade, only on the client.

Multi arch header has been added by
commit 8bca9746e7533d5e432acdb9f09388a7680eebd8
    added schema upgrade script and schema changes for 'Multi-Arch' header
commit de445a3031da12382c874fce639c25f96871b2c2
    write the 'Multi-Arch' header if present
commit 3d6cfb7002bab45611b636a6366d8467795211ac
    added the 'multi_arch' DB column...

and tilde sorting by

    upgrade scripts for rpm tilde and caret sorting
