Description of problem:

As TCP wrappers is dropped from RHEL8, we can remove the /etc/hosts.allow and /etc/host.deny from setup RPM

# rpm -ql setup-2.12.2-1.el8.noarch

Bug 1663556 - /etc/hosts.allow and /etc/hosts.deny files contain extremely inaccurate information

Files /etc/hosts.allow and /etc/hosts.deny will get removed with release of RHEL-8.1:
