While this happens after downloading data from Swift, it doesn't look like a Swift issue to me, more like a py3 issue in tripleo-common when writing data to disk. Therefore re-assigning this BZ. Since the problem described in this bug report should be resolved in a recent advisory, it has been closed with a resolution of ERRATA.
