On F29 or F30, dnf system-upgrade download fails when target release is rawhide:

The exact error can be found in the metalink content (see attached file):

  # repo = fedora-modular-rawhide arch = x86_64 error: invalid repo or arch

It's trying to access to a repository, assuming incorrectly "rawhide" is a version number, just like 29 or 30, appended to fedora-modular- prefix.
The correct repository name would be rawhide-modular and not fedora-modular-rawhide.

This could probably be workarounded by disabling the /etc/yum.repos.d/fedora-modular.repo repositories.

Anyway, "dnf system-upgrade" method is one way to get a Fedora Rawhide, documented on the wiki:

So users might expect this to work out of the box.

One work-arround could be to use as a releasever 31. It works to me. But the situation must be resolved by infrastructure, therefore changing component.

There are plans to make rawhide use 'rawhide' the name instead of whatever number, but those are still in process.

I should have work too for me, but I have debug repositories enabled, and there's one missing for F31, see bug #1713997.

This message is a reminder that Fedora 30 is nearing its end of life.
Fedora will stop maintaining and issuing updates for Fedora 30 on 2020-05-26.
It is Fedora's policy to close all bug reports from releases that are no longer
maintained. At that time this bug will be closed as EOL if it remains open with a
Fedora 'version' of '30'.

Package Maintainer: If you wish for this bug to remain open because you
plan to fix it in a currently maintained version, simply change the 'version' 
to a later Fedora version.

Although we aim to fix as many bugs as possible during every release's 
lifetime, sometimes those efforts are overtaken by events. Often a 
more recent Fedora release includes newer upstream software that fixes 
bugs or makes them obsolete.

This seems to be fixed: dnf system-upgrade download --releasever=rawhide --best --allowerasing is able to fetch the "rawhide" repositories !

(But rpmfusion doesn't have -rawhide repositories, but it's another story).
