Description of problem:

The functional tests for OSP 13.0 are currently broken. At the time of this writing we do have 6 failures [0]:

* networking_ovn.tests.functional.test_ovsdb_monitor.TestNBDbMonitorOverSsl.test_floatingip_mac_bindings

* networking_ovn.tests.functional.test_ovn_db_sync.TestOvnNbSyncOverTcp.test_ovn_nb_sync_log
