Description of problem:
We should ensure that we have a snapshot of heketi db.

At the minimum it should be automated and be performed every time before heketi starts.

It helps on recovering customer setups atleast to a stable heketi db version. 

ETA: We are planning to get this done in OCS 3.11 BU 3.
