This is a tracking bug for Change: Move Gold Into A SubpackageOf Binutils

Move the GOLD linker from the main binutils package into its own sub-package.

This bug appears to have been reported against 'rawhide' during the Fedora 31 development cycle.

I see binutils-gold as a subpackage of binutils. Not sure if this is code complete, but it has been done.
