Description of problem:

# /usr/bin/cmake --find-package -DNAME=GDCM -DCOMPILER_ID=GNU -DLANGUAGE=CXX -DMODE=COMPILE -DCMAKE_LIBRARY_ARCHITECTURE=x86_64-linux-gnu
-I/usr/lib64/usr/include/gdcm

Version-Release number of selected component (if applicable):
gdcm-2.8.8-4.fc30.x86_64

This is new in F30, F29 is fine:

# /usr/bin/cmake --find-package -DNAME=GDCM -DCOMPILER_ID=GNU -DLANGUAGE=CXX -DMODE=COMPILE -DCMAKE_LIBRARY_ARCHITECTURE=x86_64-linux-gnu
-I/usr/include/gdcm
# rpm -q gdcm
gdcm-2.8.4-10.fc29.x86_64

This breaks building at least octave-dicom:
