devel_ack+ for RHEL, but removing the z-stream flags. This is a corner case with a easy workaround and there are no customer reports.

Tested on qemu-kvm-2.12.0-84.module+el8.1.0+3980+a02d9447, not hit this issue. So set bug status to VERIFIED.

start guest with 10000 iothreads, it works well.
