[RFE] on cluster upgrade, warn the user if the cluster scheduling policy is 'cluster_maintenance'

By default, the ansible cluster upgrade role will set a cluster's scheduling policy to 'cluster_maintenance' prior to performing the host upgrade.  Add a check against the cluster's scheduling policy when a user clicks the Upgrade button.  If the policy is 'cluster_maintenance', warn the user and require them to confirm they intend to continue prior to opening the cluster upgrade wizard.

This is a stop-gap to support BZ1663626

Since the problem described in this bug report should be
resolved in oVirt 4.3.3 release, it has been closed with a resolution of CURRENT RELEASE.
