Description of problem: Upon trying to map a function to a button on a Wacom Pen Tablet (non-screen), gnome crashes and either restarts or crashes to the GDM screen. 

Steps to Reproduce:
1. Plug in Wacom Pen Tablet
2. Navigate to Settings -> Devices -> Wacom Tablet
3. Press: "Map Buttons"
4. Press the button on the tablet you would like to map.

Actual results: Immediately core dumps.

Expected results: Ability to map buttons.

Additional info: This error only occurs in X11 not Wayland. Journal attached.

Verified, rpm bisecting shows this was introduced in mutter-3.28.3-15.el8

FTR, I tried bisecting the patches applied in -15 but I had 3 bisects give me 3 different results. So there could be some interaction between those patches but I'll leave that up to the maintainers.

Works as expected for me on mutter-3.32.2-5.el8.
