Description of problem:
In OSP-10 to Neutron was added API call to get quota usage details: https://github.com/openstack/neutron/commit/a8109af65f275ec1b2e725695bf3bb9976f22ae3

Support or that was recently added to OSC also: https://review.openstack.org/#/c/515401/ and we should add it to OSC in OSP-10 version.

There is no point to backport support for quota usage details to OSC in OSP-10 as this feature on Neutron server side was added in Pike (OSP-12) with commit: https://github.com/openstack/neutron/commit/a8109af65f275ec1b2e725695bf3bb9976f22ae3
