fedora-repos-28-6 and fedora-repos-29-3 were intended to add the Fedora 31 GPG key, but they did not do it correctly. In both packages, /etc/pki/rpm-gpg/RPM-GPG-KEY-fedora-31-primary exists , but the expected arch specific symlinks - e.g. /etc/pki/rpm-gpg/RPM-GPG-KEY-fedora-31-x86_64 - do not. This prevents all upgrades to Rawhide from working currently, as dnf cannot find the key.
