Rhel 7 has failover backend, which is used by several our customers. It was added by downstream patch to CUPS, since CUPS upstream did not want to add it. I have preliminary agreement with cups-filters upstream, but I was stuck in licensing issue and forgot about it after that because other issues came up.
To sum it up, failover backend is not in RHEL 8 now nor in Fedora and needs to be added.
