Description of problem:

I tried to upgrade from edk2-ovmf-20180815gitcb5f4f45ce-4.fc29 to edk2-ovmf-201903stable-1.fc29 from koji using
sudo dnf upgrade https://kojipkgs.fedoraproject.org//packages/edk2/201903stable/1.fc29/noarch/edk2-ovmf-201903stable-1.fc29.noarch.rpm

dnf had the error Package edk2-ovmf of higher version already installed, cannot update it.

Downgrading with sudo dnf downgrade https://kojipkgs.fedoraproject.org//packages/edk2/201903stable/1.fc29/noarch/edk2-ovmf-201903stable-1.fc29.noarch.rpm
ran without errors.

How reproducible:
I tried the steps once.

Steps to Reproduce:
In F29 with updates-testing enabled and edk2-ovmf-20180815gitcb5f4f45ce-4.fc29 installed:
1. sudo dnf upgrade https://kojipkgs.fedoraproject.org//packages/edk2/201903stable/1.fc29/noarch/edk2-ovmf-201903stable-1.fc29.noarch.rpm
2. sudo dnf downgrade https://kojipkgs.fedoraproject.org//packages/edk2/201903stable/1.fc29/noarch/edk2-ovmf-201903stable-1.fc29.noarch.rpm
3.

Actual results:
dnf error Package edk2-ovmf of higher version already installed, cannot update it.

Expected results:
edk2-ovmf would be upgraded

Additional info:

20180815 might be considered a higher version than 201903 by dnf since 20180815 > 201903 even though 20180815 is older. Changing the version number to something like 20190315stable might allow the edk2 package to be upgraded.
