The "hive" image should not have been published into the ose-* namespace at the root level - all root level components must be approved by the release team and the "apache hive" image that is part of metering conflicts with the "hive" component that is our multi-cluster story.

The current "ose-hive" image needs to be renamed to "ose-metering-hive", another variant that scopes it, or be moved out of the "openshift/ose-*" namespace.  We may still give "cluster management hive" a more descriptive short name like "ose-cluster-hive" or similar, but the current naming will cause confusion.

This is a requiriment for 4.1
